Prequalification Requirements: Contractors must obtain prequalification before bidding as a prime contractor on highway or public works projects. Subcontractors are also required to be prequalified when their portion of the work exceeds $300,000.

State Licensing: State-level licensing requirements apply only to Journeyman Plumbers and Plumbing Contractors. Other construction trades may be regulated through local jurisdictions or project-specific requirements.

Requirements?

Highway Contractor Prequalification: Contractors bidding on Department of Transportation projects must provide a 5% bid bond and a performance bond equal to or greater than the contract amount. Prequalification applicants are required to submit financial statements and documentation of relevant experience. Bid limits are determined based on financial capacity and an experience-based adjustment factor.

Most prequalification applications are processed within approximately 30 days. New applications must be submitted at least 21 days prior to the scheduled bid letting date in order to be eligible to bid.

Public Works Certification: Contractors and subcontractors performing public works projects valued at more than $150,000 must obtain certification through the Public Works Certification Board. Certification requires submission and review of a completed application.

Plumbers: Applicants for Journeyman Plumber and Plumbing Contractor licenses must pass a written examination with a minimum score of 70% and document at least four years of verifiable plumbing experience.

For partnerships and associations, each member must hold the appropriate license individually. Corporations must have at least one officer or employee who holds a valid plumbing license in order for the company to be licensed.

Even-numbered years: $100 application and issuance fee
Plumbing Contractor Applicants
Odd-numbered years: $100 application and issuance fee
Even-numbered years: $150 application and issuance fee

Licenses expire December 31st of odd years and are renewed biennially. There is a recovery fund that provides for a maximum of $20,000 per judgment and an aggregate lifetime limit of $50,000 per plumber.

Reciprocal Agreements

Reciprocity: Indiana does not maintain contractor or trade licensing reciprocity agreements with any other state. Applicants licensed in another state must meet all Indiana licensing requirements and procedures independently, regardless of their out-of-state credentials.
