Construction Work Regulated?
With the exception of electrical work, construction trades in Missouri are generally not regulated at the state level.For highway construction projects, the Missouri Department of Transportation (MoDOT) requires contractors to be prequalified before bidding as a prime or general contractor. As part of the prequalification process, contractors must first be registered with the Missouri Secretary of State's Office.

Requirements?
Electrical Contractor LicensingApplicants seeking licensure through the Missouri Office of Statewide Electrical Contractors must submit a completed application, a non-refundable $200 application fee, and documentation demonstrating that they meet one of the approved education and experience pathways.
Qualifying pathways include:
12,000 hours of verifiable practical experience installing electrical equipment and associated wiring; or
10,000 hours of verifiable practical experience plus completion of a U.S. Department of Labor-approved electrical apprenticeship program; or
8,000 hours of verifiable practical experience plus an associate degree from a state-accredited program; or
4,000 hours of supervisory experience overseeing electrical installations plus a qualifying four-year electrical engineering degree; or
A current, active electrical contractor or master electrician license issued by a Missouri political subdivision that has been held for at least six of the previous eight years and was obtained by passing a standardized electrical examination based on the National Electrical Code. Verification from the issuing authority is required.
Applicants must also provide proof of successfully passing a division-approved examination for an electrical contractor, master electrician, or journeyman electrician license. Previously completed qualifying examinations may satisfy this requirement.
In addition, applicants must submit proof of liability insurance with minimum coverage of $500,000 issued by an insurer authorized to conduct business in Missouri.
Missouri Highway Contractor Prequalification
Prime and general contractors seeking to bid on Missouri highway projects must submit a completed Contractor Questionnaire to the Missouri Highway and Transportation Commission. Approved questionnaires remain valid for 12 months, and processing generally takes approximately two weeks.
Contractors who have not performed work for the department within the previous five years and wish to qualify for projects with unlimited estimated values must complete a special Prequalification Contractor Questionnaire and provide the following documentation:
Certificate of Insurance;
A signed and notarized letter from the contractor’s bonding company confirming its willingness to bond projects exceeding $2 million;
A copy of the bonding company's most recent financial statement or audit; and
Proof of registration with the Missouri Secretary of State’s Office.
